The Lisa Torry Smith Act
On June 18th, 2021 the Lisa Torry Smith Act (LTSA) was signed into law by Texas Governor Greg Abbott. As of September 1, 2021, it is a crime in Texas to injure or kill a pedestrian or other vulnerable road user in a crosswalk in Texas.
The Founder and President of Citizens for Road Safety Gina Torry, makes the point:
βItβs going to take district attorneys with courage and conviction across Texas who value the protection of human life to create new precedent under Texas law. The failure to Stop and Yield under the new crosswalk law is Criminal Negligence.
To date, Harris County has failed to show this courage and conviction.
In November of 2024, Harris County elected a new District Attorney, Sean Teare. The families of Emmanuel Molina, Patricia Martin and others need justice.
